PHP website with a simple Layout and Simple Functionality

You need to have experience(Proven in GAF) in PHP and MySQL and Wesite layout design(You can use already available template(Your own) after my approval. As for what exactly the project is - will be discussed in PMB. Here are the basic functionality that will be required. 1) Allow user to register (For free) 2) Allow user to Post certain Information for Approval. 3) Allow user's to view Approved information(Approval will be made manually) 4) An Administation page. Non Project related guidelines: 1) The code should be commented Properly 2) No visible bugs 3) Escrowed Amount will be release only after properly testing the code.
