Web and Mobile Web and Possible APP

I am looking for someone to build a website that has the capabilities as follows: Customer log in: In customers back end, it should keep track of everything they put in their wallet I guess we can call it for now. Merchant log in: Businesses should be able to log in and keep track of the customers that came to their place of business as well as the amounts they spend etc. I also want everything on the site to be automatically on the mobile version. So once someone changes something or uploads something, it should be on the mobile version simultaneously. If someone goes to our mobile website, we want the geo targeting to kick in to know where they are and to give the info of merchants around them.. There is much more but this is the basics of what i need. I am not completely sure but i may need an app built for this also. Is it possible that the app is built into the website also? Meaning, if I am a merchant or a consumer and I log into my account, can it up date in my app at the same time. There is more but that's the long story short. My budget is not high as I am working on several projects, but there will be more than this one project and more money in the near future. If you get this project, you will receive more from us as long as we are happy with what we get. We will not look for anyone else. thanks
