WordPress Plugins - Pop Up / Menu

We're looking for an experienced WordPress coder to: 1. Create a WordPress compatible pop up window. The pop up should: # Lock out page functionality behind the popup; # Follow the user up and down the page, staying centered; # re-center itself whenever the screen size changes, device rotated, or onclick event is fired; # use cookies to remember users who already signed in (via facebook/twitter login) # only appear on a certain URL (static page); # work with all modern web browsers (IE 10, Firefox, Chrome); # close once a user has signed in; # only appear if a user/ someone is not logged in. There is an example on [login to view URL] which EXACTLY fulfills the desired funtionality. Please add "123" in the beginning of your comment to indicate that you have read the project describtion. Note: We've already installed a facebook/twitter login plugin. You will only have to create the pop up and insert later the facebook/twitter login plugin. 2. Create a simple jQuery CSS TOGGLE menu. An example can be found at: [login to view URL] The menu should be kept very simple and needs to be responsive. A non responsive example can be found at: [login to view URL] # The selected box should change the color when hovered # The hover color should stay selected once selected ("toggle") Note: As we are not familiar with PHP, SQL, JavaScript, Flash or HTML programming, a documentation is needed. Anyone who has already done something like this (and can show evidence) would be given a preferential consideration.
