Continue work of a previous developer of the (spam folder) in my dating app

Note: This is a very small project and so I expect you to finish it in (1 day) max and with a (budget of 50$) My dating app is native android and was written with java, and I need someone to add a special inbox folder into it. The folder must be dedicated for messages from\to members who DON'T meet the current criteria of my (Ideal Match), and so the user is should NOT be notified when he receives any message or even calls in this folder! Only a purple cue/mark is displayed on top of the icon of this folder when there is any unread messages in it! Next to the cue, there must be a counter of the number of unread messages! Most of the work is already done by the previous developer but he unfortunately he could not deliver 100% of the above requirements! When I asked him WHY he is not able to deliver it, he answered: "It's because the (ideal match) criteria is stored in the server database but the messages are stored in the firebase real-time database" He also said: " That's why it's not accurate especially when I change my (ideal match) criteria.. then old conversations that already exist, can NOT be affected!!! " I want you to make sure that everything he is saying is true. And if it's really "TRUE", then please answer my following question: is there any trick around this???? I mean, I really believe that the spam folder is very important... so I am ready to do anything even if it requires me to re-structure my app dramatically! By the way, the discovery section doesn't seem to function properly, so I also expect you to find our what's wrong with it and fix it!
