I have been in the software industry since 1980, and have been working with OpenGTS and GTS Enterprise (GTSE) for the last 3 years almost exclusively. Over the last 3 years I've installed, configured, modified and developed DCS software for OpenGTS & GTSE many times. Typically a simple DCS costs about 400RUR this is an estimate, I would need to see the GPRS & SMS protocols to provide an accurate quote so, please send it to me on the Private Message Board so I can look them over over. Preferably, all development work will be done on your host. Either you or I will need the actual device with an active SIM card to develop and test the DCS code. The 14 day lead time is to ensure the DCS is working correctly and to allow time for fine tuning. This bid is to Develop, test and deploy DCS for RF-V8 device on your VPS host.
