Design Responsive Joomla Template (LTR and RTL)

Hello, We need an expert to design and program a responsive Joomla template. The website must be responsive to support all browsers and platforms. Logo files will be provided. Design concept and color scheme must fit [login to view URL] website. Will provide suggested module layouts and fonts as we go forward. Design process will be 3 stages: 1. Concept: provide conceptual template images in order to get idea 2. CSS Programming in Joomla and Testing: we'll provide feedback at this stage, demo, and it must be responsive! 3. Finalize template: the final template must be an easy-to-install template file that can be used instantly with any Joomla 3+ instance. Thank you.
