Email Form with a difference WordPress

I need a word press form , Easy right ? Yes and I can do this BUT I need a WP form that will email users based on their email address being assigned to a dropdown field. e.g I will have a form and once the customer completes the form it will be sent to all businesses who have been added to the field (drop-down) selected (region/area/location) . If the business email is not registered to the region/area/location they will NOT receive the form. If the email is registered to the form they WILL receive the form. The email should not show all other business emails and only the sender and form content **Admin will add the emails to the field and this will not be complex or automated.** Once the form is created I would like to put on any page i require. Although it is for WP I understand it may not be possible to be created in WP but i MUST be able to add to WP
