PhoneGap developer to build a small data capture app

We need someone with PhoneGap expertise to build an app that is platform independent. The App takes user inputed data on an iPad or Android tablet connects securely to a REST server API written in PHP that reads and writes to MySQL [login to view URL] App also communicates with PayPal to take credit acrd payments when online. 1) Mobile worker with tablet goes to prospective buyer's house 2) Mobile Worker takes buyers details and validates identity with a photo, and a photo of drivers license & passport - we need 2 forms of id in UK 3) Buyer agrees to pay for product and makes an agreement - Reads Terms and Conditions with Mobile Worker 4) Mobile Worker obtains a digital signature on the tablet - this is legal and binding in the UK 5) App attempts to contact website REST server API - over 4G phone network a) If successful - good signal I) Buyers Payment details taken, connects to PayPal vi plugin for PhoneGap ii) Mobile Worker Clicks upload data - this then connects to REST API and upoads data into a Mysql DB, Buyers details saved to the system. b) If Unsuccessful I) Mobile Worker Informs Buyer that the Payment will be taken by Phone when the Mobile Worker returns to office. ii) App stores the buyers details on the tablet but does not take any payment details. iii) When Signal is re-established the Mobile Worker can connect to REST API and click upload when payment has been validated over the Phone - this then sends all data back to the REST API and add the buyers details to the system
