Php Custom File Manager Website

Okay I want a custom PHP website developed. Design and Layout: I want the administrator to be able to change the logo, company name, management name, address, phone number, email. Also want the footer and other business information to be editable easily along with the color scheme. I want them to easily be able to change the background of the layout to match their logo. If they choose a background image they can upload their own bg image along with their logo. This design on the front end and back end needs to be mobile friendly, tablet friendly PC, Mac viewable in on any device. Functionality: I want this to be more of a file management type website. Subscribers will have to be invited and on the back end of the subscriber login panel it will display what the administrator is requesting for this particular situation. Example) “Mr Robert Scott from My Company has requested additional information from you. In order to preceed you will need to create a password by visitng this link” I want there to be multiple categories for this developed system. I want to be able to make unlimited amount of catagories and subcategories. EXAMPLE CATAGORIES) for sale, home buying, for rent, commercial lease ( these categories I can add or remove any time I want.) I also want there to be subcategories. Ex) For lease Sub cats (item 1, item 2, item 3) These subcategory items will be items they will need to upload in order to complete the subscriber request. They will be able to upload these items in almost any format. Jpg, docs, png, pdf) .When they upload these items I want them to be able to Simply drag-and-drop and/or manually upload. When items are uploaded I want a Status upload progress bar with a %. Subscribers will also have the ability to provide direct communication to the administrator through the website system where they can input their notes. I want any type of file format they upload to be Auto Converted to a PDF. I should have the ability to share these files easily with other subscribers or who I give access to. To be able to view them simply share and attach to an email. Once the subscriber uploads all of the files it will ask them 'did you complete this 'yes or no'. Once they checked yes to all of the requests it will then ask 'are you ready to submit?' They then submit the files and receive an email confirmation from the website of the files they have uploaded. The administrator will also receive an email confirmation that the files have been uploaded and a link will be provided to that Direct subscriber to be able to view the documents. I also need an automatic status such as “Waiting to recieve files” “ Agent reviewing files” ( I want to be able to change status name and customize status to rename however I want.
