Real Estate Web Scraper Algorithm Needed

Hi, I am looking for an expert algorithm developer to develop the following algorithm for me. It will be part of your job to suggest the data sources and API's to use, or how to scrape this data. We are looking for the following data (by state and by city in each state) We need to figure out: Cities in the united states with the highest likelihood to increase in value based on the following stats: New Business activity Job Market increases in that city Low Crime Up and coming neighborhoods etc In addition to this, we need to look at the real estate trends in each city and analyze an upward or downward trend. Next we will scrape average rental income for a condominium in that city (Zillow API or scrape perhaps) We need to also determine where people are moving in bunches, baby boomers etc. In other words, we are producing a report that has all states and cities, and we grade them for profitability potential and average price of a 2 bedroom 1 bathroom condominium unit. Compare that to average rents collected, and demand of the area, growth potential, and we will use this algorithm to select specific properties to buy for that specific reason.
