Simple Administrable Portfolio PHP Website (no mySQL)

Hello, I need a simple portfolio website. I will publish images of my works, which will be organized by year of creation. It must have a clean, responsive, minimalistic design with these pages: 1. Home, with a intro message and a grid showing the folders containing my works (one for each year); a click on the folder will open the page with all the picture for that year (thumbnail and full size image on click). 2. An info / about page. 3. A contact page with captcha system that let you send the message only once you have read/accepted the privacy policy (to be open in a separate page or in a popup, or to be visible in a frame above the send button). The website will be based on a recent version of PHP (clean and well documented code) and will store information on a flat txt file (no mySQL or other database accepted). It will have a simple control panel to manage information and pictures in the pages, and the picture galleries. No Wordpress of any other CMS on the market: I need a custom, a lightweight cms that contains the code strictly necessary to do what I need.
