Software for decode WAV or MP3 to ASCII

I need a software program to decode .wav file to ASCII. I do not need any hardware. I need to feed the .wav audio file to the software and have the data in the .wav file decoded into characters in a readable format.
None of the softwares available on the internet is able to do this.
The Software must be able to decode a WAV or mp3 file. The sound in the wav file is from a magnetic card stripes.
The program should decode this magnetic stripe audio sounds into characters and numbers . The software must be able to clear the noise in the sound and support interrupted data signal inside of the sound file. The .wav audio contains data from track2 of the magnetic cards.
Once decoded the the numers should look similar as shown below.
