Top PSD to HTML / JAVA converter required

Okay Guys.... Were a web development agency... On a tight budget but looking for a talented individual which is why we are posting on freelancer and not going through a third party service like markup box The issue we have is we get proposals on here from people who have just a copy pasted response. Then when awarded a project they only then look to see if they can do it. This is a serious abuse of the system and wastes everyones time. I've also had dishonest people who decide to take a payment and run. There has also been freelancers whohalfway in find they can't do it or tell me its not possible for example to make a design responsive. I dont want excuses no more. I want a real professional freelancer. Possibly Canadian, UK, USA, or maybe India. I want someone who is dependable honest and will just simply do what they are told to do. And I pay you to do. I don't think this is a lot to be asking. Any automated copy paste proposals will be ignored. Anyone with less then 90% completition will be ignored. So it shouldn't be too time consuming. Look at how poor the menu page is having ugly white borders around the menu links. It's only small stuff like this that makes the page look shocking and we need these issues fixing etc. This is just a chance for you to get your foot in the door with an agency that has a lot of work to shovel onto you on a regular basis. We want it to be an almost exact representation. The last guy needed spoon feeding. I had to keep telling him simple stuff via taking screenshots and sending them to him with red circles around issues highlighting to him what was wrong. I got so frustrated and fedup.
