Windows Client Application from scratch

My company is looking for a new software solution to sell money orders: This software would be capable of: Running on XP - Win7 Being run from multiple stores simultaniously (each store would have a separate table containing the money orders sold for that location) Have a method of signing-on to the software for two layers of users, clerks and managers with different access (clerks can't void a money order for example) Connecting to a remote-accessable microsoft SQL database. Have a local configuration file holding the information such as that listed in the image below Adding a fee to each item sold, and having that value changable on the client-side. Being able to qry differen types of reports from the store's table. (ex: all money orders sold today w/total) Printing money orders on a continuous-feed local USB-type printer with pre-printed money orders. (program would print the amount, to:, authorization) Ability to void, and reprint (by voiding and re-printing) Be able to keep sequence as the money order numbers sold according to the database must match with the physical money order of the same number being printed. Also we would need a small administrative-type client that would be capable of qrying the information from multiple stores and this information would need to be viewable, printable in a readable format, and exportable in a .cvs format. (not shown below) I must also have a way to license the product (though a list of "active" license keys held in a database table) would work with a startup check. Basically for each money order sold we are creating a new record in that store's table, we must also print the coresponding information. Then we must be able to generate reports on that data. I have attached a rough estimate on what the client application would look like and do. I will be more than happy to answer any questions about this job.
