online rotation scheduling for radiology resident

online page that every resident can access and register there name and level and choose what and where the rotation they want in each month for 12 months starting from October 2020 till September 2021. we have 4 levels of resident ( R1 ,R2 ,R3 ,R4 ). each level has certain rotation most of the rotation are overlapped and we have 11 hospital and the choice of external you can see them in the excel sheet. the maximum capacity of each hospital in each rotation is 2 resident per month regardless of there level. there is an potion of elective rotation for R2 and R3 one elective,R4 two elective months i want them to write what they want in there elective month for example: (elective/CT-B). I want access to edit the schedule manually in case i need to do over capacity registration.
