New site link building

Hi there, I got a new website and I need to improve search engine rankings. It's a link directory website. I need 12 keywords to rank in the top 10 in all search engines . I'm looking for at least 700 submissions. I'm not sure if this is achievable but I welcome your comments or suggestions regarding this. one way links manually submitted links permanent links 90%of the links must be on different Ip classes spiderable (no java script, nofollow tags, or restrictions in [login to view URL]) No link farms. or FFAS no java script No links to porn/adult, gambling medical, drug, pharmacy sites.
