Expand my Administrators Module Functioning

Install Multi Level Admins to my oscommerce 2.3... site. Top level admin will only be one guy and basically have god rights. Next level admin will be Area Manager, slightly restricted access. Third level admin will be Field Agents and only have access to view/edit specific orders & invoices that have a been claimed by them. I've expanded our administrators table a bit already and only need to finish the zip_code allocation part. I need to be able to allocate which zip codes each admin are responsible for. This zip code designation form should show after the admin has been created and query the zip_codes table for all zip codes in their city & their state displaying them respective to their individual cities and in ASC order. Upon order submitting on the front end ([login to view URL]), along with top level admins & area managers & any and all field agents allocated to that particular zip code with a status=1 will receive an email stating "An order has been placed for one of your designated zip codes.
