Website Creation

Hello I want to change the face of my website [login to view URL] I would like a website design like these two websites [login to view URL] or [login to view URL] please not the same. The website is a type of traffic exchange and the content of my site needs to get customers to sign up. The content on the site will need to a long the lines of the two websites above. The website will need a new head banner please can this be like the one on [login to view URL] not the same. The site will need 5 button links included I don't mind what design but must match the website. Sign UP, Log In, Help, Agreement, Privacy. Colours: The colours I would like is either blue and/or red. Site should be centred and have no back ground colour (white). Menu/button should be on top of the site not down any sides. This is an urgent project.
