electronic timer

I need a simple electronic design that interacts with Microsoft windows. The electronic unit can plug into any PC motherboard PCI slot, and has a relay switch as an output from the behind where I can connect to a lamp to switch on or off on a time intervention. On the software side, it's a little box where I can set the time when I want the lamp to turn on or off depending on the time I set. Finally, when I shutdown the computer, the electronic unit has a backup power (battery) and a timer where it can activate the switch relay to the lamp without having the computer power on.
