From the description given, am getting an idea that you need to design a power converter which will output different voltages 5V and 15V with 4A current output. This can be easily implemented using a step down converter (switch mode technique). I already have experience in designing power supply and manufacturing at scale (from design to PCB to manufacturing and testing I can help).
