Panda/Penguin Recovery and 5 PR5+ Penguin Friendly Backlinks

We need to recover from a Panda/Penguin hit that took place1 week ago. We ranked on 1st page 1st position for domain keywords for over 1 Year but we got dropped 1 week ago. I need an SEO expert to evaluate the why we were punished and get us back to the same position we were at, without using blackhat techniques. We may have bad backlinks that need to be singled out for removal that would obviously be one of the SEO evaluation techniques. It will be your evaluation and strategy but I will need to know it to approve it. The goal is to get us back to the position we held for a Year which is 1st position 1st page. It is very important that I know the strategy so that I can choose whether or not to employ this technique. 5 - PR 5+Backlink Requirements: (Penguin friendly) • 5 x PR5 or higher backlinks • 100% white hat techniques only! • No links from rel="nofollow" or "noindex" tag for pages themselves and for anchor text. Links must be visible, readable, indexable and “do-follow”. • NOT in any sub domain or subpages. • Links must be strictly from Google PR5+ pages (internal pages, iframe page with PR less than 5 do not count) • Links from sites that are hosted in English speaking countries and English sites are required. • No use of automated software or bots. • Only links from niche relevant sites will be accepted. Non-related links will not be accepted. I will give the niche details in word doc with anchor texts for the 5 links. All 5 links must be the same niche.
