SEO for Link Farm

We are developing a link farm/portal to capture "real estate" links/urls in the United States (all 52 states). Our site visitors are people searching for the real estate services (links) available in their State (e.g. Real Estate in California). Once visitors come to our site, they will fill out a short form and we can help them with their link. ================== We need a company to help us with Search Engine Optimizations as well as any other form of marketing to drive much traffic thru to our site. We are open to any effective strategy including getting new domains with our target keywords in it, banners, email marketing, etc... We do understand that this is a very competitive area for SEO work (the real estate) and hence need to receive bids from only qualified companies who are experts in this type of work.
