282035 Graphical/Banner Engine re

Hello, For lack of a better term, we are trying to create a graphical/banner engine, it's user interface and admin area. Attached is a rough spec and representations of how it may look and act. This is a job for a skilled, experienced database programmer that's familiar with gathering, protecting and search/sorting the returns. It has some elements that you may find in social networking or classified ad sites, so please have a look if this describes your experience. We're not locked into any one programming language, we want it to work and be simple to deploy as we need it. Please provide site links to what you feel are jobs with similar function with your bid and a few details about what you did on that project (ie language, piggybacked programs, database type).
