MugShot Website Creation/Business

I need a mugshot website created.. There are many mugshot websites online and I want one that is easy to manage. Many of these sites have an automated system for importing mugshots on a daily basis, they use some sort of 3rd party database from the state or county websites to pull in new mugshots and details about the person arrested. We want the site to have multiple states and county/city categories like the other mugshot sites.. Each new mugshot always has the persons name and what they were charges with and sometimes a few paragraphs... It is important that each mugshot page is seo friendly with a unique title and description so the persons name should be within the metatags and body of the page multiple times along with the word arrested and mugshot. Would like to hire someone that has done a mugshot site before or buy one that is turnkey. I would be looking for al of the data on those county sites...
