Hi, I've just finished the project for an UV sanitizer, with less (and different) features than your but indeed quite similar. For this project I've realized also the PCBs and some prototypes. I can provide you, together with the display, a way to manage it trough your mobile phone (either Apple or Android) so you can even get rid of dip-switch if you like. Sorry but, because of an NDA, I cannot share much of the details about the project to which I'm referring to. I made also some multilingual projects, if you like I can share the link to show you. The only thing that it could be tricky is the speed control of the AC fan since it much depends from the type of AC motor you're going to use, this could be either very cheap or very expensive: AC speed control is often mismanaged. If you like please contact me in chat, please beware that I can say, because of the previous experience, that it could take longer than you expect because of HW configurations and because you'll find out that some things will need to be different after you first start your prototype. Hello I am an firmware and hardware developer and I have developed the smart controllers. So for this project, I can use the Raspberry pi, Arduino and STM32 to develop this prototype device. There are a few of options. if you want to increase the functions in the futurn, I prefer the Raspberry pi or STM32. The Raspberry pi supports the Linux OS and a lot of functions are implemented.
